A procedural SID is a departure procedure that terminates in when the outbound route is intersected. That is, the pilot flies the entire procedure without intervention from air traffic control. Commonly, a minimum navigational capability (INS/IRS, GPS or VOR) is required. These requirements will be stipulated on the SID plate.
